Iran Human Rights (IHRNGO); 14 July 2026: State media reported the executions of Mohiyeddin Abdollahi and Hossein Palani for charges of baghy (armed rebellion) through membership of ISIS cells. IHRNGO has established the location of the two Kurdish men’s executions as Kermanshah Central Prison.

According to the judiciary’s Mizan News Agency, Mohiyeddin Abdollahi (right photo) and Hossein Palani (left photo) were hanged at an undisclosed location on 14 July 2026. They were sentenced to death on charges of baghy through membership of ISIS cells.

An informed source told IHRNGO: “The two Kurdish men were from Sarpol Zahab and had been arrested around ten years ago. Their executions were carried out in Kermanshah (Dizel Abad) Central Prison.”

According to the report, they were members of an ISIS-affiliated cell operating in the strategic Bamo heights along the Iran-Iraq border. The authorities alleged that the group had established a base to recruit members, stockpile weapons and launch terrorist operations inside Iran. State sources claimed that security forces intercepted the group at their hideout before any attacks could be carried out, resulting in an armed clash that left several cell members dead, others captured and three Islamic Revolutionary Guard Corps (IRGC) officers killed.

Article 287 of the IPC defines members of any group that stage armed rebellion against the Islamic Republic of Iran as “baghi” (one who carries out baghy or armed rebellion). IHRNGO recorded the executions of at least ten men for alleged links to ISIS in 2025. Mohiyeddin and Hossein are the third and fourth people to be executed for the same allegations in 2026.
