Iran: Three Prisoners Executed at Rasht Central Prison

Iran Human Rights (IHR); July 31, 2020: Three prisoners on death row for retribution in kind (death) on charges of "premeditated murder" were executed in Rasht Central Prison.

According to the HRANA news agency, one prisoner was executed at Rasht Central Prison on Saturday 25 July. His identity has been established as Morteza Refahi, who was around 40 years old. He was arrested about four years ago and sentenced to death for “murdering his uncle’s wife”.

The two other prisoners were executed at the same prison on Saturday 4 July for “premeditated murder”. The first prisoner has only been by his surname, Vatanparast, while no information is available on the second prisoner.

At the time of publication, the execution of these prisoners has not been announced by local media or officials.

According to Iran Human Rights’ annual report, at least 225 of the 280 of those executed in 2019 were charged with "premeditated murder."

As there are no legal distinctions made between murder and manslaughter, whether voluntary or involuntary in Iran, those charged under the umbrella term of “premeditated murder” will receive the death penalty regardless of intent (mens rea) and the circumstances.
